If you want to give any notice to users of the PC or any message you can do it by editing your registry.
Proceed the following steps to do it:
DISCLAIMER: Improper Registry editing can make your system unstable.We suggest you to take a backup of your registry before editing the registry.
1. Login yo your PC with administrator account.
2. Click Start>Run and then type regedit and hit enter.
3. This will open the Registry Editor. In the left pane navigate to
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System
4. In the right pane, double-click on "legalnoticecaption" and enter the header text for the message in the "Value data" field and click "OK".
5. Similarly double-click on "legalnoticetext" and enter the message text you want to be displayed below the header.Click "OK".
You are done.Next time you reboot Windows Header and text message will be displayed just before login.
